CAC Status Update Due to

DMDC Network Outage


Military bases nationwide are experiencing an intermittent connectivity to systems to allow CAC encoding in a timely manner. The 6 FSS DEERS/ID continues to be impacted by this issue, which has created an extended wait time for CACs, or to perform CAC PIN resets. Members with CAC appointments will be seen first. All other emergency work stoppage walk-ins are welcome to wait until systems are up and more terminals are available. AFPC Data Systems and the DoD OPR are both aware of the outage and an estimated fix time is to be determined; the Verifying Officials in Customer Service will not be able to provide walk-in wait times. No issues with dependent/reserve/retiree IDs. Update will be posted when the system is back to 100%.

DOCUMENTATION REQUIRED FOR

LOST, STOLEN OR

CONFISCATED CAC CARDS:

The following is to clarify the process for replacing lost, stolen, or confiscated CACs. The below guidance outlines the acceptable documentation needed to validate the need for a replacement card.

Acceptable documents include:
  • A police report
  • A report from an installation security office
  • A statement/document(s) as provided by the Service/agency (e.g., counseling document)
  • A letter or memo from the member's security manager, Commander, First Sergeant, or the sponsoring TASS Trusted Agent. The letter or memo must be prepared on the activity's letterhead, dated, and signed with a wet signature or digitally signed using a CAC.

Please Note: The DD Form 1172-2 is not authorized to be used as an alternative to document the loss of CAC and need for re-issuance.

Military IDs (Geneva Convention Identification Card)

  • Entered into DEERS from military service tape
  • Two valid forms of identification

Civilian CAC

  • Entered into DEERS via the DCPDS from Civilian Personnel
  • Two valid forms of identification

Contractor’s CAC

  • Entered into DEERS via CVS (Contractor’s Verification System)
  • Two valid forms of identification

    DEPENDENT ID CARDS:

    New Spouse:

    • Sponsor (Military or Retired member) or General/Special Power of Attorney if sponsor is not present
    • Marriage Certificate
    • Social Security Card
    • Sponsor’s divorce decree if applicable
    • Two valid forms of identification
    • Birth Certificate

    Newborns:

    • Sponsor (Military or Retired member)
    • Birth Certificate/Certificate of Live Birth
    • Social Security Card (if available)

    Stepchildren:

    • Marriage Certificate
    • Birth Certificate
    • Social Security Card
    • Two valid forms of identification if over 21 years of age

    Wards and Foster Children:

    • Dependency Determination/Approval from servicing DFAS
    • Birth Certificate
    • Social Security Card
    • Two valid forms of identification if over 21 years of age

      RENEWAL OF CAC CARDS:

      • Civilian CAC - Update 30 days prior to expiration date. Two valid forms of identification
      • Contractor’s CAC - Update information in the CVS with new expiration date. Two valid forms of identification

      RENEWAL OF DEPENDENT ID CARDS:

      Spouse and Children (10 to 20 years of age)

      • Sponsor (Military or Retired member) or Power of Attorney (General/Special) or DD Form 1172 notarized
      • Two valid forms of identification

      Children (Over 21 years of age)

      • Sponsor (Military or Retired member) or Power of Attorney
      • All full time college students MUST bring a letter from the school registrar's office, stating they are enrolled full time, at an accredited college, in pursuit of an Associate's degree or higher, with current/future dates of enrollment and expected graduation date no earlier than 90 days prior to their 21st birthday
      • Two forms of identification

        100% DISABLED VETERAN ID CARDS:

        • DD Form 214
        • VA Letter stating that the honorably discharged veteran is 100-percent disabled from a service-connected injury or disease; whether evaluation is necessary, and that commissary and exchange are authorized
        • Marriage Certificate (if getting a Dependent ID card)
