Effective 16 April 2020, in accordance with the latest guidance, members whose CAC and VoLAC cards are within 30 days of expiring are able to extend their certificates
online to 30 Sept 20.

Cardholders may use ID Card Office Online at dmdc.osd.mil/self_service to rekey their CAC or VoLAC certificates through September 30, 2020 or the affiliation end date (DOS, Contract End date, etc.) whichever is sooner. Step-by-step instructions and offices to reach for assistance may be found below.

The Military Personnel Flight ID Card Section will remain Appointment Only for CAC initial issue, lost, or expiring within 7 days, CAC pin resets, and Mission Essential/Emergency requests to include pre-deployment support on a case-by-case basis. DEERS Status

***In accordance with the latest Defense Manpower Data Center guidance, all expired USIDs (i.e. retiree, 100% disability, and dependent cards) will be honored DoD-wide until Sept. 30, 2020***

Further, TRICARE will accept claims regardless of the expiration date on the card. TRICARE coverage periods are based upon the date of separation in DEERS, which means a lapse in coverage should not occur.

The Military Personnel Flight has provided the below memo for members with expired cards to keep with them, to assist in communicating this policy exception to health care providers, commissary, etc.

In accordance with this new guidance, the Military Personnel Flight ID Card Section will reduce services to Appointment Only for CACs initial issue, lost, or expiring within 7 days,
CAC pin resets, and Mission Essential/Emergency requests to include pre-deployment support on a case by case basis. These appointments will be scheduled based upon priority
and date of expiration.

What is considered Mission Essential?

- CAC initial issue, lost, and expiring within 7 days

- CAC Pin Resets (walk-in authorized)

- Mission Essential or Emergency on Case by Case Basis to include pre-deployment support

NOTE:
Currently, the Department of Defense (DoD) is experiencing a shortage in Dependent, Disabled American veterans’ (DAV), Transitional Assistance Management Program (TAMP), ID card stock (DD Form 1173).

The MacDill MPF is out of stock and will be unable to issue dependent and disabled American Veteran and Transitional Assistance Management Program ID cards until stock is replenished. In the interim, if you have a dependent, or TAMP ID card, that is expired or expires between the current date and April, you may be issued a printed DD Form 1172-2, Application for Identification Card/DEERS Enrollment, as proof of a person’s DEERS enrollment and eligibility to medical benefits and shopping privileges.

Regarding disabled American veteran’s card, the DD Form 1172-2 may only be used for shopping. Currently, an April delivery date is forecasted.

DOCUMENTATION REQUIRED FOR

LOST, STOLEN OR

CONFISCATED CAC CARDS:

The following is to clarify the process for replacing lost, stolen, or confiscated CACs. The below guidance outlines the acceptable documentation needed to validate the need for a replacement card.

Acceptable documents include:
  • A police report
  • A report from an installation security office
  • A statement/document(s) as provided by the Service/agency (e.g., counseling document)
  • A letter or memo from the member's security manager, Commander, First Sergeant, or the sponsoring TASS Trusted Agent. The letter or memo must be prepared on the activity's letterhead, dated, and signed with a wet signature or digitally signed using a CAC.

Please Note: The DD Form 1172-2 is not authorized to be used as an alternative to document the loss of CAC and need for re-issuance.

      • Civilian CAC - Update 30 days prior to expiration date. Two valid forms of identification.
      • Contractor’s CAC - Update information in the CVS with new expiration date. Two valid forms of identification (see below)

      NOTE: ONE OF THE FORMS MUST BE A PHOTO ID. PHOTO ID MUST BE A STATE/FEDERAL UNEXPIRED PHOTO ID.
